Santiago Torres Prieto
After earning a Bachelor of Laws from the University of Valladolid, he entered the judicial profession by public examination in 1989.
Awarded for his work as Investigating Judge with both the Cross of the Order of Merit of the Civil Guard and the Cross of Merit of the National Police Corps. (In October 2008 and 2011, he received the Cross of the Order of Merit with White Distinction of the Civil Guard Corps from the Ministry of Interior. In 2010, he received the Cross of the Order of Merit with White Distinction of the Police).
Professor at public and private universities in the areas of Private Law and Public Law.
He has collaborated internationally with the Council of Europe’s Group of States against Corruption (GRECO).
Trustee of the Ibero-American Foundation Europe (Fundación Iberoamérica Europa), focused on development and cooperation with various countries in Latin America. Consultant for Spanish companies abroad.

He was appointed Senior Judge of Bergara and President of the Bergara Area Electoral Board.
In 1991, he was promoted to the category of Justice (Magistrado), being transferred to Court of First Instance No. 10 of Barcelona.
In 1993, he was elected by the Justices assigned to the courts of Barcelona as Senior Judge of Barcelona. As a part of this position, he was president of the Boards of Judges of Barcelona and head of the Common Services of Judicial Communication Acts of Barcelona, and the Secretariat of the Judicial Police Coordination Board of the province of Barcelona as an ex-officio member thereof. In 1995, he was elected member of the Government Chamber of the Superior Court of Justice of Catalonia and of the Generalitat de Catalunya-TSJ Mixed Committees on Judicial and Personal Computing.
After his term as Senior Judge, he went on to serve in the Provincial Court of Barcelona, and specifically in its 13th Section, specialised in Urban Leases.
He was transferred in 1997 to Court of First Instance and Preliminary Investigation No. 7 of Marbella, and in October 2000, to Court of First Instance No. 34 of Madrid. From the latter, he was transferred to Court of Preliminary Investigation No. 32 of Madrid in February 2004. From 28 June 2012, he served at Section 15 of the Provincial Court of Madrid, after which he left the judicial profession.
Due to his professional experience in corruption-related crime and other economic crimes, he was appointed by the Ministry of Justice as a judicial expert in the Third Evaluation Round for the Kingdom of Spain, carried out by the Evaluation Team for the Council of Europe’s Group of States against Corruption (GRECO), which implemented the agreements for the legislative development and application in the Kingdom of Spain of the European Criminal Law Convention on Corruption.
Appointed by the Council of Europe to its Expert Evaluation Teams for the Group of States against Corruption (GRECO), he was assigned to the Evaluation Team for the Third Evaluation Round for the Republic of Macedonia and the adaptation of that country’s legislation to the aforementioned European Convention on Corruption.
Teaching in the judicial field

Tutor in the Judicial School, under the authority of the General Council of the Judiciary, in the traineeship programme for assistant judges (trainees), serving uninterruptedly since the 54th judicial profession class.
Since 2003, he has collaborated with the Judicial School, under the authority of the General Council of the Judiciary, as a tutor of trainee judges; he has also actively participated in the General Council of the Judiciary’s Continuing Education Plans, attending every course given on Economic Criminal Law. As a lecturer, he has participated in the courses and programmes on Criminal Mediation as an alternative to court action in conflicts, including the Criminal Mediation experience developed under an agreement between the General Council of the Judiciary (CGPJ) and the Madrid Prosecutor’s Office. He began this work in Court of Preliminary Investigation No. 47 and No. 32 of Madrid and continued it independently, in conjunction with voluntary mediator associations, in Court of Preliminary Investigation No. 32.
He was invited by the Ministry of Justice’s Centre for Legal Studies to participate as an expert in the Criminal Mediation activities carried out in that centre, aimed at preparing legislative drafts for the incorporation into Spanish law of the European Union’s COUNCIL FRAMEWORK DECISION of 15 March 2001 relating to the standing of victims in criminal proceedings. As a result of this collaboration, he has participated as a lecturer in the Criminal Mediation courses offered by the CGPJ and the Ministry of Justice through continuing education programmes for judges and justices and the Centre for Legal Studies of that ministry. He has been invited as a Criminal Mediation expert by the Secretariat of the Ibero-American Ministers of Justice Conference to develop a pilot experience for Juvenile Criminal Mediation in Guayaquil (Ecuador), which other COMJIB members have joined.
He has collaborated as a professor with the Training Programme for Judges and Justices organised by the General Council of the Judiciary.

Visiting Professor in the Madrid Bar Association’s Pedrol Ríus Educational Centre, preparing lawyers to enter the judicial profession through the third form of access after obtaining compatibility in 2000-01 and 2002-03.
